HAMILTON COUNTY BOARD OF ELECTIONS
MEETING HELD
MAY 15, 2023 AT 2:00PM

The meeting of the Hamilton County Board of Elections was called to order at 2:00pm. Present were members Ms. McFarlin, Mr. Triantafilou, Mr. Gerhardt and Mr. Mallory. Also present: Director Sherry Poland, Deputy Director Alex Linser and David Stevenson and Charlie Anness from the Hamilton County Prosecutor’s Office.

It was noted that proper notice was duly provided as required by O.R.C. 121.22. The meeting opened with the Pledge of Allegiance.

I. APPROVE: BOARD MEETING MINUTES: MAY 10, 2023

Mr. Triantafilou made a motion to approve the Board Meeting Minutes for May 10, 2023; Mr. Mallory seconded. The motion passed unanimously.

II. APPROVE: BALLOT REMAKES

Ms. Criddle presented the following ballots to the Board. All were remade by bipartisan teams pursuant to Secretary of State Directive and Board policy:

Remakes: Damaged Mr. Triantafilou made a motion to approve
P1; P2 & P4 the ballots as remade; Mr. Mallory seconded. The motion passed unanimously.

Remakes: Wrong Precinct- Mr. Triantafilou made a motion to approve
Correct Location the ballots as remade; Mr. Mallory seconded.
P3 The motion passed unanimously.

III. CERTIFICATION: MUNICIPAL JUDICIAL CANDIDATE PETITIONS FOR THE NOVEMBER 7, 2023 GENERAL ELECTION

The Board was advised of the spreadsheet of candidates who filed petitions for Judge of Hamilton County Municipal Court. Staff has reviewed these petitions, found them to be sufficient and recommend certification.

Mr. Triantafilou made a motion to certify these candidates to the November 7, 2023 ballot; Mr. Mallory seconded. The motion passed unanimously.

IV. CERTIFICATION: INDEPENDENT CANDIDATE PETITIONS FOR THE NOVEMBER 7, 2023 GENERAL ELECTION

The Board was advised of 3 different spreadsheets representing Independent Candidates who filed for the November 7, 2023 General Election.

1. 2023 Independent Candidates List – Filed Sufficient: Staff reviewed these petitions, found them to be sufficient and recommend certification.

Mr. Triantafilou made a motion to Certify these candidates to the November 7, 2023 ballot; Mr. Mallory seconded. The motion passed unanimously.

2. 2023 Independent Candidates List – Filed Insufficient: Staff reviewed this petition, found it to have an insufficient number of signatures and recommend rejection.

Mr. Triantafilou made a motion to reject this petition; Mr. Mallory seconded. The motion passed unanimously.

3. 2023 Independent Candidates List – Board Review: The Board was advised that this candidate submitted 3 part-petitions, one of which left the county name blank. Mr. Stevenson advised the Board that this matter was one of substantial compliance.

Mr. Triantafilou made a motion to certify this candidate to the November 7, 2023 ballot; Mr. Mallory seconded. The motion passed unanimously.

V. DISCUSSION: AUGUST 8, 2023 SPECIAL ELECTION PREPARATION

Ms. Poland addressed several items in beginning preparation of the August 8, 2023 Special Election:

1. Approve: Absentee Ballot Processing for the August 8, 2023 Special Election.
The Board was advised of the Staff recommendation that Marketing Communication Resource (MCR) conduct the printing and processing (assembly) of the Absentee Ballot requests for the August 8th Election. The Ballots would be delivered to the Board for Quality Control and mailing.

Mr. Triantafilou made a motion to Approve the Staff recommendation; Mr. Mallory seconded. The motion passed unanimously.

2. Approve: Ballot and Provisional Envelope Quantities for the August 8, 2023 Special Election.
The Board was advised that this allocation represents 80% of the number of registered voters in each precinct.

Mr. Triantafilou made a motion to approve the Staff recommendation of the Ballot and Provisional Envelope Quantities for the August 8, 2023 Special Election; Mr. Mallory seconded. The motion passed unanimously.

3. Approve: August 8, 2023 Precinct Election Official Adjustments.
The Board was advised of the Staff recommended adjustments of Precinct Election Officials at Polling Locations for the August 8, 2023 Special Election.

Mr. Triantafilou made a motion to accept the Staff recommendation of adjustments to the Precinct Election Officials at Polling Locations for the August 8, 2023 Special Election; Mr. Mallory seconded. The motion passed unanimously.

VI. CERTIFICATION: MAY 2, 2023 PRIMARY/SPECIAL ELECTION OFFFICIAL RESULTS

Mr. Triantafilou made a motion to Certify the Official Results of the May 2, 2023 Primary/Special Election; Mr. Mallory seconded. The motion passed unanimously.

Kenny Henning, District Liaison for the Ohio Secretary of State’s Office addressed the Board.

There being no further business to come before the Board, Mr. Triantafilou made a motion to adjourn; Mr. Mallory seconded. The motion passed unanimously.
