HAMILTON COUNTY BOARD OF ELECTIONS MEETING HELD NOVEMBER 2, 2020 at 8:30AM

The meeting of the Hamilton County Board of Elections was called to order at 8:30am by Chair Gwen McFarlin. Present were members Mr. Triantafilou, Mr. Gerhardt and Mr. Faux. Also present: Director Sherry Poland and Deputy Director Sally Krisel and David Stevenson and Cooper Bowen with the Hamilton County Prosecutor's office. Due to Social Distancing and limited space in the Board Meeting Room, the meeting was live streamed for public viewing.

Ms. McFarlin noted that proper notice was duly provided as required by O.R.C. 121.22. Ms. McFarlin opened the meeting with the Pledge of Allegiance.

I. APPROVE: BOARD MEETING MINUTES: OCTOBER 7, 2020 - OCTOBER 13, 2020 -OCTOBER 15, 2020. 

Mr. Triantafilou made a motion to approve the Board meeting minutes for October 7, 2020, October 13, 2020 and October 15, 2020; Mr. Faux seconded. The motion passed unanimously.

A final issue was brought to the attention of the Board. A voter cast a November General Election ballot but placed it in the ID envelope from the March Primary Election. All identification information is the same however the envelope differs in that it indicates it is the Primary Election and instructs the voter to select a political party. An ID and a signature are provided with this envelope. Staff is seeking direction form the Board in processing this ballot.

Mr. Triantafilou made a motion to accept this ballot; Mr. Faux seconded. The motion passed unanimously.

III. APPROVE: LOGIC AND ACCURACY TESTING RESULTS

Ms. Poland reported the results of the Public Test that was conducted.

Mr. Triantafilou made a motion to approve the Logic and Accuracy Testing results; Mr. Faux seconded. The motion passed unanimously.

IV. DECLARE THE POLLS OPEN FOR THE NOVEMBER 3, 2020 PRESIDENTIAL ELECTION

Mr. Triantafilou made a motion to declare the Polls open at 6:30am on Tuesday, November 3, 2020 for the November 2020 Presidential Election; Mr. Faux seconded. The motion passed unanimously.

V. UPDATE: NOVEMBER 3, 2020 PRESIDENTIAL ELECTION

The Board was provided an update on several items:

1. Early/Absentee Voting Update: 181,119 requests for by mail ballots have been received; 161,626 ballots have been returned - 89%
77,535 voters have voted in person at the BOE

2. Poll worker Training is complete; approximately 100 trained poll workers are available as reserve to handle any last-minute cancellations or to be sent as extra help in polling locations that may be experiencing exceptionally long lines. If they are not utilized in those capacities, they will be utilized for in house election day assignments.

3. The Board was advised of the intention to Live Stream the Election Night count via ICRC. Results will be displayed in the media room as is customary as well as in the Board room to allow for overflow. Candidates and Media are asked to conduct any interviews outside of the BOE.

4. The Board was advised the number of Provisional ballots in early voting was 2440.

The Members of the Board took this opportunity to express their praise to the Staff for their planning, foresight and smooth operation of early voting. They also noted the unprecedented abundance of community praise to the Board of Elections for the early voting experience.

VI. OTHER BUSINESS

Kenny Henning, Regional Liaison to the Ohio Secretary of State addressed the Board and reiterated the compliments of the Hamilton County BOE staff.

There being no further business to come before the Board, Mr. Triantafilou made a motion to stand in recess;' Mr. Faux seconded. The motion passed unanimously.

Mr. Triantafilou made a motion to declare the Polls closed at 7:30pm on Tuesday, November 3, 2020 for the November 2020 Presidential Election; Mr. Gerhardt seconded. The motion passed unanimously.

III. OTHER BUSINESS

The Board was advised they would be required to be available throughout the evening for approval of additional remakes of absentee ballots that are returned up until 7:30pm.

The first report of results will include all of the early in person votes cast as well as a majority of the absentee ballots returned. As the evening progresses, intermittent reports will be released as the results come back from the precincts.

The Board was reminded that the vote counting would be live streamed via ICRC beginning at 7 :30pm; the Media room is open to the press and public.

There being no further business to come before the Board at this time, Mr. Triantafilou made a motion to stand in recess; Mr. Gerhardt seconded. The motion passed unanimously.

The meeting of the Hamilton County Board of Elections was reconvened on Wednesday, November 4, 2020 at 1:10am by Chair Gwen McFarlin. Present were members Mr. Gerhardt and Mr. Faux.
