MEETING HELD
NOVEMBER 7, 2022 AT 8:30AM

The meeting of the Hamilton County Board of Elections was called to order at 8:30am. Present were members Ms. McFarlin, Mr. Triantafilou, Mr. Gerhardt and Mr. Mallory. Also present: Director Sherry Poland and Deputy Director Alex Linser; David Stevenson with the Hamilton County Prosecutor’s office.

It was noted that proper notice was duly provided as required by O.R.C. 121.22. The meeting opened with the Pledge of Allegiance.

I. APPROVE: BOARD MEETING MINUTES: OCTOBER 11, 2022

Mr. Triantafilou made a motion to approve the Board Meeting Minutes for October 11, 2022; Mr. Mallory seconded. The motion passed unanimously.

II. APPROVE: BALLLOT REMAKES

Ms. Criddle presented the following ballots to the Board. All were remade by bipartisan teams pursuant to Secretary of State Directive and Board policy:

III. APPROVE: LOGIC AND ACCURACY TESTING RESULTS

The Board was advised that Logic and Accuracy testing is conducted multiple times throughout the Election Cycle; the Public test was conducted November 3, 2022.

Mr. Triantafilou made a motion to approve the Logic and Accuracy Testing results; Mr. Mallory seconded. The motion passed unanimously.

IV. DECLARE POLLS OPEN AT 6:30AM ON NOVEMBER 8, 2022

Mr. Triantafilou made a motion to Declare the Polls open November 8, 2022 at 6:30am; Mr. Mallory seconded. The motion passed unanimously.

V. OTHER BUSINESS

Ms. Poland reported that over 2500 poll workers have been trained for Tuesday’s Election. This number allows for a small reserve of trained poll workers who will be assigned to fill any last-minute cancellations. Any individuals not assigned to work the polls will report to the BOE on Election Day.

Ms. Poland reported that the Early Vote Center has processed over 31,000 voters and over 71,000 individuals have requested a ballot by mail with a return rate of approximately 80% thus far. Voters are reminded that Ballots must be received at the Board by 7:30pm on Election Day; mailed ballots must be postmarked by Monday, November 7th and received on or before November 18th.

Mr. Mallory requested an update on campaign activities at the Early Vote Center. Ms. Poland reported that there was an incident with an individual using a bullhorn to campaign, which could be heard inside the polling place. Administrative staff, including the Director and Deputy Director made repeated requests for the activity to cease; the requests were refused. Eventually the individual was asked to leave the premises and ultimately arrested. No other update was available.

Ms. McFarlin commended the Staff on their professionalism.

Mr. Linser made the reminder that Early in-person voting ends today at 2pm. Mr. Linser complimented Staff at the Early Vote Center, stating that in the past week the numbers have remained consistent at approximately 400 voters per hour.

Kenny Henning, Regional Liaison for the Ohio Secretary of State addressed the Board, also complimenting Hamilton County BOE Staff.

There being no further business to come before the Board, Mr. Triantafilou made a motion to Stand in Recess; Mallory seconded. The motion passed unanimously.

III. OTHER BUSINESS

Ms. Poland reported that as of this moment, turnout is at 48%. The Board will need to remain in session for the purpose of approving further remakes; the next steps in processing the Absentee Ballots received by 7:30pm as well as the tabulation beginning at 7:30pm was explained.

Mr. Triantafilou made a motion to Stand in Recess; Mr. Mallory seconded. The motion passed unanimously.

The meeting of the Hamilton County Board of Elections reconvened Wednesday, November 9th at 12:05am. Mr. Triantafilou made a motion to come out of recess; Mr. Mallory seconded. The motion passed unanimously.
