HAMILTON COUNTY BOARD OF ELECTIONS

MEETING HELD

NOVEMBER 1, 2021 at 8:30AM

 

The meeting of the Hamilton County Board of Elections was called to order at 8:30am.  Present were members Ms. McFarlin, Mr. Triantafilou, Mr.  Gerhardt and Mr. Mallory. Also present: Director Sherry Poland and Deputy Director Alex Linser; Jesse Daley with the Hamilton County Prosecutor’s office.

 

It was noted that proper notice was duly provided as required by O.R.C. 121.22.  The meeting opened with the Pledge of Allegiance.

 

  1. APPROVE: BOARD MEETING MINUTES OCTOBER 12, 2021

 

Mr. Triantafilou made a motion to approve the Board meeting minutes from October 12, 2021; Mr. Mallory seconded.  The motion passed unanimously.

 

  1. BALLOT REMAKES

 

Ms. Criddle presented the following ballots to the Board.  All were remade by bipartisan teams pursuant to Secretary of State Directive and Board policy:

III. APPROVE:  LOGIC AND ACCURACY TESTING RESULTS

 

The Board was advised that Logic and Accuracy testing is conducted multiple times throughout the Election Cycle; the Public test was conducted October 28, 2021.

 

Mr. Triantafilou made a motion to approve the Logic and Accuracy Testing results; Mr. Mallory seconded.  The motion passed unanimously.

 

  1. APPROVE: SUBMITTAL OF RESOLUTION TO AUTHORIZE UTILIZTION OF COUNTY-ISSUED CREDIT CARDS

 

The Board was advised that the Ohio Revised Code allows for the use of a Credit Card for specific purposes; the Board of Elections has expressed their need to the Hamilton County Commissioners for an agency credit card.

 

Mr. Triantafilou made a motion to authorize the Director and Deputy Director to submit a resolution to the Board of County Commissioners for approval and to authorize Board staff to utilize the county-issued credit cards in accordance with ORC 301.27; Mr. Mallory seconded.  The motion passed unanimously.

 

  1. UPDATE: NOVEMBER 2021 GENERAL ELECTION

 

Ms. Poland provided the following updates:

  1. Early/Absentee Voting Update: 18,000+ absentee ballots have been mailed; 68% have been returned.

10,510 voters have voted in person at the BOE.

 

  1. DECLARE POLLS OPEN FOR THE NOVEMBER 2, 2021 GENERAL ELECTION

 

Mr. Triantafilou made a motion to Declare the Polls Open at 6:30am on Tuesday, November 2, 2021 for the November 2, 2021 General Election; Mr. Mallory seconded.  The motion passed unanimously.

 

  1. DISCUSSION: PERSONNEL MATTER

 

Mr. Triantafilou made a motion to enter Executive Session for the purpose of discussing a personnel matter; Mr. Mallory seconded.  Ms. McFarlin -aye; Mr. Triantafilou -aye; Mr. Gerhardt -aye; Mr. Mallory -aye; whereupon the Board entered Executive Session at 8:47am.

 

Mr. Triantafilou made a motion to return to Regular Session; Mr. Mallory seconded.  Ms. McFarlin -aye; Mr. Triantafilou -aye; Mr. Gerhardt -aye; Mr. Mallory -aye; whereupon the Board returned to Regular Session at 9:01am.

 

Mr. Mallory made a motion to terminate the employment of Alicia Moore as a Registration Official effective immediately; Mr. Triantafilou seconded.  The motion passed unanimously.

 

  1. OTHER BUSINESS

 

Kenny Henning, Secretary of State District Liaison thanked Staff for hosting Secretary of State LaRose’s visit to the Board of Elections this past weekend.

 

Mr. Triantafilou addressed the ongoing situation concerning the campaigning area outside of the Early Vote Center and requested the Board engage in a future discussion of same.  Chair McFarlin and Mr. Mallory weighed in with their concerns as well.

 

There being no further business to come before the Board, Mr. Triantafilou made a motion to stand in recess; Mr. Mallory seconded.  The motion passed unanimously.

The meeting of the Hamilton County Board of Elections reconvened at 6:30pm.  Present were members Ms. McFarlin, Mr. Triantafilou, Mr.  Gerhardt and Mr. Mallory. Also present: Director Sherry Poland and Deputy Director Alex Linser; Dave Stevenson and Jesse Daley with the Hamilton County Prosecutor’s office.

 

It was noted that proper notice was duly provided as required by O.R.C. 121.22.  The meeting opened with the Pledge of Allegiance.

Being advised that there may still be business to come before the Board, Mr. Triantafilou made a motion to stand in recess; Mr. Mallory seconded.  The motion passed unanimously.
